Under Czech law, municipalities, hospitals, schools and libraries must have an accessible website. We build websites that meet this obligation from day one and are easy to use for every citizen, patient, parent and reader.
The law
Accessibility is not a recommendation, it is an obligation
Czech Act No. 99/2019 Coll., on the accessibility of websites and mobile applications, requires public institutions to run a website that people with visual, hearing, physical or cognitive impairments can use. The obligation has applied to all websites since September 2020.
- The website meets the European standard EN 301 549, which in practice means WCAG 2.1 at level AA.
- An accessibility statement is published on the website.
- Visitors can report inaccessible content, and complaints receive a written reply within 30 days.
- Compliance is monitored by the Czech Digital and Information Agency, which can order shortcomings to be fixed within up to six months.

Who it is for
Websites that serve people
Every institution has different visitors and different mandatory information. We design the website structure around what people are actually looking for.
Municipalities and towns
Official notice board, news, contacts for the council and its departments, forms and downloadable documents in one place.
Hospitals
Departments and outpatient clinics, doctors and surgery hours, information for patients and visitors, careers.
Schools
News for parents, school documents, the canteen, photo galleries and mandatory published information.
Libraries and culture
Events and programme, opening hours, reader services and a link to the online catalogue.

What you get
A website that passes inspection and works day to day
- Accessibility
- We test the website both automatically and manually, with a keyboard and a screen reader, including contrast, forms and documents. We build to WCAG 2.1 AA and also to the newer WCAG 2.2.
- Accessibility statement
- We prepare it based on the actual state of the website, including a list of any exceptions and a contact for feedback.
- Easy management
- Editors update news, documents and the official notice board without any programming. We set up roles and permissions so everyone sees only their own area.
- Security and care
- Updates, backups and uptime monitoring. You submit requests in the client area and can see their status. Website management
- Open-source system
- We build websites on the open-source Joomla system. The institution pays no licence fees, owns the source code, and another supplier can take over the website in the future.
- Migrating the old website
- We transfer news, documents and the official notice board and redirect the old URLs, so links from other websites and search engines keep working.

Frequently asked questions about public sector websites
Does our organisation need an accessible website?
Czech Act No. 99/2019 Coll. applies to state institutions, regions, municipalities, their subsidised organisations and other bodies funded from public money. Schools and school facilities are mainly obliged for content they must publish under other regulations. We confirm the exact scope of your organisation's obligations in the audit.
Which standard is accessibility assessed against?
The European standard EN 301 549, which adopts WCAG 2.1 at level AA for websites. We also build to the newer WCAG 2.2, so websites remain compliant when the standard is updated.
What must an accessibility statement contain?
The website's compliance status, a list of inaccessible content with the reasons, a contact for reporting problems and the date it was prepared. We prepare it based on the actual state of the website, not a template.
We already have a website. Do we need a new one?
Not always. We start with an accessibility audit. If the issues can be fixed, we fix them. We only recommend a new website when it is cheaper or when the old system cannot be maintained.
Do you take part in public tenders?
Yes. Invite us to a tender or a market consultation. We prepare our bid according to the tender documentation, including a timeline, price and references.
Can our staff manage the website?
Yes. The administration is in Czech and editors work in it without any programming knowledge. At handover, we train them, including how to upload accessible documents and images.
Preparing a tender for a new website?
Invite us. We will prepare our bid according to the tender documentation, or first show you how your current website performs.
